Echo Canyon's 4:30 a.m. Gate Was Never the Official Hour. What Camelback's Early Hikers Get Now

For years, the Echo Canyon gate on Camelback Mountain seemed to open at 4:30 a.m. City records released this summer show that was never an approved time. The gate opened because the restroom cleaning crew kept leaving it unlocked. Security guards caught it in early June. Since then, Parks staff have opened the gate by hand at 5 a.m., and the city says no trailhead in the system will open earlier. The posted hours still say sunrise to sunset. For Arcadia hikers who like to summit before work, the half hour they lost was never theirs on paper. The 5 a.m. opening they have now is earlier than the posted hours allow.

How the early gate actually worked

Phoenix Parks Director Martin Whitfield explained it in an Aug. 21, 2026 email to Ed Zuercher and David Mathews, replying to a request to explain why the hours had changed without public notice. He wrote that the Parks Board approved sunrise-to-sunset hours before 2013. He also wrote that the signs at Echo Canyon have said sunrise to sunset since before the 2013 agreement with the neighboring HOA was signed. He then described where the early access came from.

"The custodial contractor responsible for cleaning the restrooms have been leaving the manual gate open regularly allowing hikers to access the parking lot and trail before sunrise."

Whitfield wrote that contracted security guards noticed the open gate in early June 2026 and told Parks staff. Staff then told the contractor to stop leaving it open. Since then, he wrote, "Parks staff has been opening the gate at 5am before sunrise on a daily basis."

The habit had been around for a while. In September 2024, ABC15 reported that the Echo Canyon gates were seen open around 4:30 a.m. At the time, the city said it had no plans to change park hours. A city report from Sept. 10, 2026 admits there were "instances and even long periods of time where early-morning janitorial crews have left the gates open," and says those cases "do not reflect standard operating procedure."

The automatic gate is planned, and 5 a.m. is the floor

Fixing the contractor problem was one step. Replacing the gate was meant to be the next. The city closed Echo Canyon Trailhead at 4925 E. McDonald Drive from Sept. 2 through Sept. 18 to install new automatic gates and trail posts in the same spot as the old manual gate. The Sept. 10 report says the change will make the gate more reliable and free park rangers for other work. Whitfield's August email said the electronic gate would be installed by the end of September. It would let Parks staff open and close the gate remotely, and its software could close it during extreme heat warnings.

That deadline passed. In an Oct. 16 update, GOOD|GOAT, a hiking group that has posted city records on the issue, said the gate had still not been installed. Until it goes in, the 5 a.m. opening depends on staff doing it by hand.

The city also set a rule for every trailhead in the system. "Across the Phoenix Mountain Preserve system, no trailhead opens before 5:00 a.m., and Echo Canyon's operations remain consistent with this system-wide standard," the Sept. 10 report says. It adds that the department "does not intend to open any City trailhead gates before 5:00 a.m." The report expects traffic to settle "as hikers become accustomed to the established automated gate opening time." It also says moving the opening time "typically shifts, rather than eliminates, when queuing occurs."

Where the dispute stands

Hikers objected at two public meetings. Speakers at the Aug. 26 City Council meeting raised concerns about communication, consistency and early-morning access. The Sept. 10 report was the department's answer. At the Sept. 24 Parks and Recreation Board meeting, commenters asked the city to formally restore the 4:30 a.m. opening. One speaker argued that only the board can change the hours. When the board chair asked for clarification, Whitfield said the 2013 agreement with the Echo Canyon HOA requires the gate to be open sunrise to sunset.

The agreement itself reads less clearly than either side suggests. It is Phoenix Contract No. 135336-0 with Echo Canyon Estates HOA, signed Jan. 24, 2013. In a transcription of paragraph 14 posted by GOOD|GOAT, the paragraph says the Parks Board sets park hours. It says those hours were "currently from sunrise until sunset" and can be changed only at a public meeting after reasonable notice to the HOA. Read that way, the agreement records the hours in place in 2013 and sets out a process for changing them. The city's Sept. 10 report summarizes it as saying the trailhead "shall be open from sunrise to sunset." The group also posts the scanned agreement, the director's email and the Sept. 10 report, so readers can compare them directly. This post reports what each document says. It is general information, not legal advice about the agreement or anyone's rights under it.

Echo Canyon was not on the agenda for the board's Oct. 22 meeting. The board heard a trail heat-safety update and approved the Stetson Hills Trailhead master plan, and the results record no action on Echo Canyon. As of late October, the board's page lists no later meeting.

Here is the timeline in order:

  1. Jan. 24, 2013: Phoenix and Echo Canyon Estates HOA sign Contract No. 135336-0.
  2. Early June 2026: Security guards report that the custodial contractor is leaving the gate open, and staff tell the contractor to stop. Staff later begin opening the gate at 5 a.m.
  3. Aug. 21: The director's email explains the change.
  4. Aug. 26: Hikers raise early access during City Council public comment.
  5. Sept. 2–18: Echo Canyon closes for the automatic gate installation.
  6. Sept. 24: Parks Board public comment asks for the 4:30 a.m. opening back.
  7. Oct. 16: GOOD|GOAT reports that the automatic gate is still not installed.
  8. Oct. 22: The board meets, and Echo Canyon is not on the agenda.

What 5 a.m. buys you in November

Phoenix doesn't change its clocks, so sunrise keeps moving later all through fall. A 5 a.m. gate leaves close to two hours of dark climbing in November. The timeanddate sunrise table for Phoenix puts the gaps like this:

Date Sunrise Time after a 5:00 a.m. gate Time after the old 4:30 a.m. habit
Nov. 1, 2026 6:47 a.m. 1 hr 47 min 2 hr 17 min
Nov. 15, 2026 6:59 a.m. 1 hr 59 min 2 hr 29 min

A hiker coming through at 5 a.m. still starts well before first light. The real change is that the lot is closed until then. The city's Echo Canyon trailhead page bans idling on McDonald Drive or Tatum Boulevard while you wait for the gate, and illegally parked cars can be ticketed or towed. The same page says the lot usually fills from late morning into early afternoon on weekdays and stays full on weekends, and the entry gate closes once it's full. Arriving before the gate opens doesn't help. Arriving after the morning rush means the lot may already be closed.

Starting in November, the electronic message board at Echo Canyon will show new safety reminders for hikers, according to the Oct. 22 Parks Board packet. The packet says eight more trailheads will get the same signs, with installation expected to finish in 2027. The trailhead also has an ice machine, installed in June 2025 to cool hikers with heat illness.

Cholla, and the rules that cover both trails

The other way up Camelback runs on the same hours. The city's Cholla Trailhead page lists sunrise to sunset. Parking is limited to marked parallel spaces on the west side of Invergordon Road, and rideshare drop-offs use the yellow-curb zones. The page contradicts itself on facilities. It mentions a bathroom and drinking fountain, then says there is no potable water or restroom, so bring your own water. Cholla was closed in late summer, too. AZFamily reported a planned closure from Aug. 17 to 28 for sewer-line work on Cholla Lane. The city's notice for the project lists work running through Oct. 5, with trail and street restoration afterward, so check the city's page before a first visit this season.

Some rules apply to both trailheads no matter what the gate does. Dogs are banned on both Camelback trails all year. On days when the National Weather Service issues an Extreme Heat Warning, both trails are closed from 8 a.m. to 5 p.m., according to the city's trail heat safety page. The Oct. 22 packet recommended no change to that program. Warnings are rare by November. Once the automatic gate is in, its software is meant to close the lot on warning days.

For now, the earliest start at Echo Canyon is 5 a.m. The city has said that won't move earlier, and changing the posted sunrise-to-sunset hours would take a Parks Board vote at a public meeting.
